The International Forum of Sovereign Wealth Funds is a voluntary membership body for state investors, built around the Santiago Principles. Membership is a useful signal, but it covers only part of the field.
On our list, 41 entities are full members and 8 are associate members, as read from the IFSWF members page. That leaves 182 entities, most of the field, outside the forum.
Membership varies a lot by region. In Africa, 9 of 38 entities are full members. In the Middle East, 8 of 34. In North America, where most entities are state and provincial funds, 2 of 43.
