We track 25 funds that are proposed or not yet operating. We place each in one of three stages:
- Proposed or under discussion (9), including the United States federal plan
- Announced by a government (5), including the Canada Strong Fund
- Passed into law but not yet operating (11)
Kenya's fund, set up by an Act that commenced on 24 July 2026, is in the third stage and has no published capital yet. Three more entities on our main list are on paper but dormant or not yet operating.
